Dr. Paul Gluck received his B.S. degree in Life Sciences at MIT and his M.D. degree at NYU School of Medicine. He completed his post-graduate training in OB/GYN at the University of Miami School of Medicine where he remains on the voluntary faculty as Associate Clinical Professor.
Dr. Gluck has held many leadership positions, including serving as President of the William A. Little OB/GYN Society, the Miami OB/GYN Society, the Florida OB/GYN Society, the Baptist Health Foundation, the Health Council of South Florida as well as the Dade County Medical Association. He chaired the American College of OB/GYN (ACOG) Quality Improvement and Patient Safety Committee. Dr. Gluck has an interest in access to health care. For his work in establishing a prenatal clinic in an area of critical need he received ACOG President's Service Award and Humanitarian of the Year Award from the South Florida Perinatal Network. He led the Florida initiative to promote depression screening and treatment in women recognized by the Wyeth National Section Award. He co-chaired the Governance Committee of the Mayor's Taskforce charged with solving the problem of providing care for the over 450,000 uninsured resident's of Miami-Dade County.
Safety and quality are among Dr. Gluck's current passions. He was a founding member of the National Patient Safety Foundation and currently serves as Chair of the Board. He has presented over 90 lectures, written 4 textbook chapters, and numerous articles on quality improvement and patient safety. In 2004 he was appointed to the National Quality Forum Technical Advisory Committee to develop a standardized taxonomy on patient safety and medical error and in 2005 served as a consultant to RAND in evaluating team function in high risk environments and to the U.S. Agency for Healthcare Research and Quality to evaluate patient safety implementation research grants. Dr. Gluck, along with his wife, Dr. Joan Gluck, published the first prospective study of asthma and pregnancy which received awards from the ACOG as well as the American College of Asthma, Allergy & Immunology. An area of their ongoing clinical research, they continue to publish articles, lecture and author chapters on asthma in pregnancy.
During the Summit, in his first presentation Dr. Gluck reviewed the incidence of medical errors, medical error theory, and discuss some of the myths and solutions that have been offered. During his second presentation Dr. Gluck reviewed the development of the national patient safety movement, and outlines some of the current efforts to make healthcare safer.

Arthur Palamara, MD

Dr. Arthur Palamara is a vascular surgeon in private practice in Broward County, who has had a longstanding interest in near miss reporting. In 2000 and 2001 he served as the Florida Medical Association representative on the Florida Commission on Excellence, which spearheaded many of the improvements in medical care quality that are just now emerging. He served on the Florida Patient Safety Corporation's Near Miss Task Force, and currently serves on the Corporation's Patient Advocacy Committee.
Dr. Palamara is former FMA Vice President, serves on the Association's Council on Legislation, and is a candidate for State Representative, District 99. During the Summit Dr. Palamara provided background on how the concept of near miss reporting developed, and review the status of the soon-to-come Florida Near Miss Reporting System.

Michael S. Barr, MD, MBA, FACP is currently Vice President of Practice Advocacy and Improvement for the American College of Physicians, and Director of the College's new Center for Practice Innovation. In these positions Dr. Barr has been on the forefront tracking the quality monitoring and pay-for-performance (P4P) movements. His focus has been on public policy relating to health information technology and quality improvement, P4P and payment reform, chronic care improvement, and practice redesign.
During the Summit, Dr. Barr provided insight on the potential advantages and pitfalls of these programs, and ways physicians can position themselves for changes that may be coming.

Over the last five years Dr. Ana Rita Gonzalez, Sc.D., has led the effort to develop a health literacy campaign for Pfizer pharmaceuticals. Dr. González has an extensive background in healthcare, including serving as a health systems adviser for nine years in the World Health Organization's Pan-American Health Organization (WHO-PAHO). During this tenure she developed marketing programs for prescription drug use, family planning, developmental pediatrics, AIDS, responsible use of health services and medical devices, breast-feeding, high-risk pregnancies, and dental health.
During the Summit Dr. Gonzalez shared important information about the new initiatives "Ask Me 3" and "The Newest Vital Sign"-that involve both physicians and patients in an effort to reduce medical mistakes due to low health literacy.

Cliff Rapp is Vice President of Risk Management for First Professionals Insurance Company. Mr. Rapp has over 30 years of experience in the insurance industry specializing in medical malpractice claims, loss prevention and risk management. He is a licensed Healthcare Risk Manager, a Charter Member of the Florida Medical Malpractice Claims Council, a Deputy Member of the Risk & Insurance Management Society, and a member of the Florida Hospital Association and Florida Society for Healthcare Education and Training. He currently serves on the Board of the Florida Patient Safety Corporation.
Mr. Rapp is a national speaker on medical malpractice litigation, loss prevention and risk management topics. He has authored numerous professional liability articles, is published internationally, and is Editor-in-Chief of "Preventive Action". During the Summit he provided background on why and where medication errors occur.
