Norman de Vere Howard, soldier-physicians, was born March 20, 1842 in Washington, D.C. He graduated from the medical department of Washington University, and has attained prominence as a successful physician and a recognized expert in diseases of the nervous system and insanity. For nine years he was Superintendent of the St. Louis Insane Asylum, he was for 12 years President of the Medical Examining Board of his district at Sanford, Fla., and is now surgeon to the A.C.I.R.R. and chief surgeon S.& F.R.R.
