Emily Starnes

On May 17th, 2011 SCMS presented the 2011 "Dr. Luis Perez Scholarship" award to Emily Starnes from Lake Mary High School. Emily plans to attend the University of Tennessee this fall, where she will focus on medicine and psychology in pursuit of a career as a genetic counselor.

On May 17th, 2011, SCMS announced the 2011 "Dr. Willie Newman Scholarship" award would go to Leanne Dumeny from Seminole High School.  Leanne plans to attend the University of Florida this fall where she wants to major in Biochemistry & Molecular Biology with a minor in Japanese & Chemistry.  Leanne aspires to someday become a Cardiothoracic Surgeon.

September 18, 2007 SCMS Meeting Minutes

Members began to congregate at 6:00 PM.  The meeting was called to order at 6:45 PM by SCMS President Dr. John Robertson. 

Dr. Robertson acknowledged the volunteers and the Table Exhibitors for their support throughout 2007.   

Volunteers for the evening Rebecca Nichols, Eric Dunlap and Katie Wayne were thanked for their help.

Dr. Robertson introduced Lillian Reyes, Executive Director, to assist with the Exhibitor drawing.  The winner for May 22, 2007 was Dr. Lloyd Werk and for September 18, 2007 the winner was Dr. Bruce Hoffen.  Each received a box of golf balls compliments of Lake Mary Imaging Center, and the Society will give them credit of $100 toward their 2008 membership.

Dr. Robertson introduced our Program Partner Orlando National Bank.  John Christman, Executive VP introduced Cynthia Glaspey.  Ms. Glaspey then talked about ONB's Remote Deposit Service product and its conveniences. Thereafter, Sherry Bailey provided additional details of the product. ONB Remote Deposit lets you make business deposits electronically from your own desk with significant operational savings and improved overall funds availability.  ONB is one of few banks in the nation to offer this service.   

Dr. Mardi Bishop announced that South Seminole Hospital will hold a Silent Action to benefit the SCMS Foundation's Dr. Willie Newman Scholarship Fund at the hospital's Doctor Ball on October 13, 2007.  The Ball will be held at the Orlando Marriott at Lake Mary at 7 PM.  To contribute items for the Silent Auction, or for more information please contact Kim Mott at 321-842-5969 or Lillian Reyes at 407-804-9535.

Dr. Dawson talked about the EMR Conference scheduled on October 20th beginning at 8 AM – 4 PM at UCF.  He outlined that registration is open and available online at www.ce.ucf.edu/emr, or you can call to reserve your seat at 407-622-8188.

Dr. Thomas Kelley introduced the President of Shepherd’s Hope Cindi Kopelman, along with the Medical Director Dr. Greg Zittel.  Cindi talked about the success of the clinic and the need for primary care physicians, nurses and physician assistants. If anyone is interested in volunteering, please call Lillian Reyes at 407-804-9535 for an application, or visit the Shepherd Hope website www.shepherdshope.org.    

Dr. Jesse Johnson gave an update on the premed preceptorship program in conjunction with UCF.  Aaron Cross who is a student currently in the program was at our meeting. Problems with physicians bringing their students to the hospitals are being addressed and hopefully solved soon. Further information on this will be distributed as it is received. The program seems to be a success thus far.

Our Keynote Speaker Kim Streit spoke about the shortage of physicians in Florida.  Ms. Streit outlined current and projected needs for physician specialties, as well as the serious problem of shortage in ER call coverage physicians.  She noted that in 2007 the Florida State Legislature passed a bill requiring the Department of Health to assess the demographics of physician supply in the state.  Physician licensure will not be renewed if the new application survey is not completed.  If anyone is interested in the slide presentation that was presented at the meeting please call Lillian Reyes at 407-804-9535.

Next Meeting – November 13, 2007 - was announced.  Our main speaker will be Winter Park State Representative Dean Cannon (2010 House Speaker-designate), who will talk on “The Politics of Medicine - the 2007 & 2007 Legislative Sessions”.

There being no further business, the meeting was adjourned at 8:30 PM.

Highlights from the report by the FMA Committee on Managed Care

Pay for Performance (P4P)

The Centers for Medicare and Medicaid Services (CMS) made significant changes since the P4P panel presentation last year, beginning their physician pay for reporting program (the Physician Quality Reporting Initiative), which is the first element of P4P. Humana intends to use most of the AMA Physician Consortium for Performance Improvement (discussed below) measures in their designation program.  The Blue Cross/Blue Shield of Florida P4P program has been very well accepted by physicians in Florida. Aetna's Excel program along with their transparency program has been adopted statewide in Florida during this past year.

Bills for the 2008 Legislative Session

The FMA Board of Governors accepted two bills from the Committee on Managed Care.  One will address assignment, silent PPOs and reduce the time from thirty months to twelve months that a managed care company can ask for repayment on a previously authorized patient contact. The second bill would expand sovereign immunity for both emergency physicians and on-call physicians for emergency room patients.

Preauthorization for imaging procedures

Most of the managed care companies in Florida have been contacted about the concern over the preauthorization for imaging requirements that started on July 2, 2007. Unfortunately, there has been little compromise from the managed care companies, as they insist they need to preauthorize because of the increasing cost of imaging. The only exceptions are United HealthCare where physicians double designated will not be required to be preauthorized, nor will physicians on Aetna's Excel program. In order to alleviate this burden, legislation may be needed to outlaw this practice.

The development of performance measures

The AMA convened Physician Consortium for Performance Improvement (AMA Consortium) is committed to enhancing quality of care and patient safety, and is taking the lead in the development, testing, and maintenance of evidence-based clinical performance measures and measurement resources for physicians. In June 2007, I attended the AMA Consortium representing the FMA. Performance measures were adopted for pathology, anesthesia, and prostate cancer. However, the most important part of that program was presented by Thomas B. Vaalik, M.D., Senior Advisor for CMS. He was very complimentary of the AMA Consortium, and said that CMS will adopt all their recommended measures in their pay for reporting program and 66 of the 74 measures developed by the AMA Consortium. The remaining eight measures, required by federal law, are from such areas as physiotherapy, podiatry, etc. He also warned that if the AMA Consortium did not agree to develop measures for CMS to use, CMS would have to use other sources and that would probably mean managed care organizations and the dreaded MBAs.
